In cpu intensive games like Battlefield, Ghost Recon, FC5 and AC origins, these types of open world games where more stuff is going on for the cpu, a graphics card as powerful as the 2070 will add to the struggle at high refresh rates.

The cpu pre-renders each frame before the gpu finally renders so the more fps there is the more work for the cpu. Playing these types of games at 144Hz is asking a lot from a 4c cpu, not just the frames but also in-game ai physics and multiplayer can add toward too high cpu usage leading toward stutters.

Capping frame rates with Msi Afterburner can allow cpu to manage recourses more efficiently.

Are you planning to upgrade monitor at any stage? You're not likely to see the full value of a 2070 at 1080p, a 2060 will cope with pretty much anything at that resolution. CPU is definitely going to limit you but you may be able to manage that by adjusting in game settings or capping FPS. Problem with upgrading to a higher skylake or kabylake CPU is the CPU won't but much cheaper than a newer one and you're only saving the cost of the mobo. I game UNLESS you happen to find a cheaply priced used one somewhere.
