i5 6500 or i3 7300 for gaming and browsing

Hyper threading makes the dual core i3 perform somewhere in between a regular dual core and a quad core. i5s are actual quad cores. The only advantage the i3 has is higher clock speed. This may allow it to perform better in some tasks, but the i5 should offer more consistent performance, and is overall the better option in my opinion.

I assume you mean i5 7500? Sure, it's a bit faster, if you can find one for only a bit more than a 6500 it would be good. It's only ~6% faster than a 6500 though, so I wouldn't buy it if it costs much more than than. And remember that if you happen to see a 6600 for the same or less than a 7500, the 6600 is the better buy.
