Hoping someone can lend a hand.

I've got a i5 6500 that will not boost to the full 3.6ghz. I've got the latest BIOS update, have reset to defaults, made sure Turbo Boost is enabled and I'm still at a loss.

CPU-Z shows the CPU boosting to 3289ghz but no higher while under stress.

It can't be thermals as it peaks at 42 degrees Celsius under stress.

Am I missing something or have I got a dud of a processor?

Solution
Everything is absolutely correct. It amazes me that so many people even here at forums doesn't understand how intel turbo works. For i5-6500 max 3.6GHz is for single core load only! 2 cores will run max at 3.5, three at 3.4 and all four cores at 3.3. That's your 3289ghz exactly.

I've used CPU-Z and monitored clock speeds during Battlefield 1. Same general clock speed observed in both cases.

For reference I've got a GTX 1060 6GB card.

Try using something like Prime95 to stress your CPU. This will run your CPU at 100% of its capability. You only have to run it for a minute to see what your CPU boosts up to. Battlefield may stressful enough to run your CPU at max

First time building a computer and still learning. Thanks for the info regarding Intel's Turbo Boost. Cheers.
