Personally I'm divided on this topic. On one hand: I'm always an advocate for being on the latest technology, which in this case would be the i5-6500. I like that many of those boards come with M.2 slots, and that there is a future upgrade path to a i7-6700k. On the other hand: The 6700k is currently overpriced. While the i7-4790k can be had for $300 new at MicroCenter (local pickup). It can be purchased used on Ebay for $250 or less. But were it my money, I'd ultimately opt for the socket 1151 i5-6500. However, if I were considering starting out with a $300 CPU investment, I'd opt for the 5820k, which can be purchase at MicroCenter (local pickup) for that price. You can't beat that price for six cores.

Realistically though, the 4690 new with an entry level H97 board is roughly the same as a 6500 new with an entry level H170 board.

So unless the op is reusing his DDR3 from his previous set-up, which is a 50/50 chance, there really is no value for the 4690.

This doesn't exactly equate to real world performance of course. Telling a difference between the two in gaming would be pretty difficult.
