i5 6600 package temperature higher than cores?

Hi there team. Just finished my new build, specs as follow:

i5 6600 3.3ghz
16gb 2x8gb g.skill ripjaws ddr4 2666
Gigabyte ga-h170-hd3
R9 380 4gb g1 gaming
Zalman 750w 80 plus gold modular
1tb Seagate Barracuda
120gb Samsung evo 120gb

Deepcool gammaxx 200T cpu cooler

Sitting on desktop with nothing running on a fresh install of windows 7 my cpu temps in hwmonitor read as:

Core#0 20c
Core#1 20c
Core#2 17c
Core#3 19c
Package 25-26c

My understanding is that package should match the temp of the hottest core.

Is it normal for my package to be 5-6c hotter than my cores? Do I panic?

Solution
This is normal, and yes there should be a difference between the package and core temps.

Intel's "optimal" max CPU temp is somewhere in the 70's (degC) though not sure the exact number.

CPU forced throttle is somewhere around 100degC.

Thanks for the reply. The reason I question it is my old i5 4460 package temperature was much closer if not exactly the same as my core 0 temp. Should I reseat the cpu cooler? Or am I overthinking it. Don't mean to be a nuisance but the processor cost me a pretty penny in nzd ☺ thanks
