i5 6600 vs i5 4690k

Before every one says 4690k you have to take into account the £22 (i'm on a tight budget) but was wondering if it would bottle neck a 980ti ?

If you get the 6600k you will get increased performance in terms of frame stability. Less drops less often and when it drops it won't be as massive. Thats just from the updated micro architecture. That said i would almost say the single core performance would be better on the 6600k. Also like rockyplays says. Later on if you so choose to upgrade to cannon lake z170 platform is compatible with the newer i5 not the older i7.

But you have to way the cons as well you're not going to get those 4 extra hyper threads so if you plan on streaming or Photoshop rendering the older i7 should be faster. Though even then i have doubts as the i5 has newer microarch.
neither of these cpus will bottleneck a 980ti. The 6600k is newer and a newer platform is usually the way to go, but if it is too expensive, the 4690k will serve you just fine for several years. The main problem would most likely be that there would be no upgrade path for you if you got the 4690k but by the time you need an upgrade you would probably want a new platform anyway. It is up to you though, so pick what feels right for your circumstances.
