i5 6600k 100 percent usage when hardly anything open

my cpu usage seems to be very high and it is causing some slight lagg when i start up im not sure if this is normal, it kept spiking up too 100 percent usage in task manager a few times and then it went back to normal. Anyone got any ideas what could be causing this?

right now on full load 100 percent there around 40-50 degrees and i have never seen them go above that while ive been playing a game, i can try reseating the cooler again i guess how tight does it have to be?

3.50ghz i believe i have not changed it at all

i had a look and there was a windows process hogging up a lot of the usage but as i went to click to see what it was it disappeared
