i5-6600K not working to full potential? DESKTOP USE NOT GAMING

Hi, So i'm not incredibly intelligent when it comes to pc's but I know a bit. I am wondering whether or not my CPU is working to it's full potential, since I don't feel (since it is intel and over £200) it is super fast on DESKTOP USE.

On gaming it is fine however if there is a problem can obviously be improved.

I dont have a Z170 motherboard therefore cannot overclock.

The clock speed is at the base clock at all times never below (3500Mhz)

Temperatures are normal, i'm using a cooler master seidon 120v 2 water cooler and idle i get 28-35 degrees, and gaming i get 38 - 44 degrees.

FOR EXAMPLE, opening tabs or opening up the start bar is sometimes quite slow and laggy, especially when i go to type in the windows start bar.

Also sometimes google chrome sometimes takes a while to load up?

I'm using Windows 10 64 - Bit

I have 8GB HyperX Fury DDR3 Ram (1866Mhz)

It would be great to hear your ideas or if i'm just clueless :)
