[SOLVED] i5 6600k oddly high cpu usage?

I'm having oddly high cpu usage while watching twitch on 1080p60, between 40-70% load. So when I try to play games while watching twitch the cpu usage is always at 100% even if I reduce the stream quality to something like 480p and just playing a game like Dota 2 puts it at around 80% without having anything else open. It's currently overclocked to 4.4 GHz with temperatures being around 30 C idle. I'm wondering if this is something normal or if there is something wrong with my system.

the CPU only has 4-cores so it's absolutely possible. background i/o will require some processor power when multi-tasking.

I'm surprised it's not at 99-100% on most any game, frankly..
