i5 6600K Stuck at .77 GHz

Built this computer myself about 3 years ago and have done nothing out of routine. I haven't downloaded anything new and haven't been on any new site either. just the normal usage and for some reason I went to launch a game that I normally average about 60 FPS and my computer wont go above 5 FPS. I checked multiple things and the CPU speed is at .77GHz. It wont change under load or due to anything else. I am so stumped.
 
Solution
1| Make sure you're on the latest BIOS update for your motherboard.
2| If you're on the latest BIOS version, go into BIOS and see if you can revert to defaults and see if the issue is resolved.
3| You may also want to remove the CMOS battery and replace it after 15 minutes and then go back into BIOS and then into GUI to see if issue is resolved.
4| I'm assuming you're on Windows 10, if so, you can try and perform a repair install and see if that changes it for you.

Do what Lutfij said, standard, reset BIOS to default and set it up again if it doesnt help update bios if not on latest, clear CMOS (most mobos have a jumper/button for that) so you cant have to wait for battery :), and after that like Lutfij said i too think its a windows problem (check Power settings in controlpanel maybe its set to "low power mode" or "power saver")
