I use Photoshop a lot, and I've learned that you can have the oldest cpu out there and still get great performance. But--- with anything with less than 16gb of RAM. It just sucks the life out of the computer. Especially with all the history, and layers one might use.
I'm about to build a 5820K setup with 32gb of ram. the 5820K is for workstation builds, and can handle itself quite well. I don't think you need to spend too much on an Intel Skylake, as it gives minimal performance upgrades compared to the 5820K.
My build is for a 3D rendering/ Graphic design heavy use. So if you'll only be using Photoshop and say AI... I'd save the money for later. Get better RAM, and a 5820K, and since you're already considering the Skylake, I don't think the 5820K is out of the question.
