i5 6600K with GTX 980 vs i7 6700K with 980ti on new build.

My gaming system was recently damaged by a power surge. Mobo is dead and probably (according to a couple of local techies) the CPU and PSU as well, or damaged at the least.
All of these components were becoming pretty dated, and I was looking at upgrades to Intel and Nvidia at some point in the year. I haven't had good experiences with AMD overall.

I'm still tossing up buying a new system entirely or trying to salvage what I can from my old system and replacing the damaged parts.
If I replace, at the very least I'm looking at a new mobo, RAM, CPU, PSU, and CPU cooler - left with a case that gets bloody hot and a GPU that might be damaged as well? I don't know if surges can damage GPUs.
If I buy a new system, I'm looking at a custom Mwave build, or a pre-assembled PCcasegear system.

These are two builds I'm looking at. I can afford both, but I'm not sure if it's worth paying the extra 400 for the 980ti and 6700K. I'm only gaming on 1080p, I don't mind not playing on ultra settings, but I want enjoyable performance overall, and good level of future proofing.
How future proof do you consider the i5 6600K and 980 to be?
I'm also a bit wary of the fact both builds run on a 650W PSU?

Any advice would be much appreciated. There's a bit of urgency in my choice, I use my PC for all my uni work and I'm stuck on a tiny, slow laptop atm and would like to be free of it ASAP.
 
Both are a 650W PSU - is it that the EVGA one specifically is low quality or that 650W won't cut it for long on a 980ti?
What about the difference between an i5 and i7? Does each have its advantages? Would the i7 be more future proofed?
