I5 750 and arma2

SITUATION: so i just built my dream system essentially: i5 750, hd 5870, 4gb super talent 1333mhz ram, 1tb caviar black and 1000w coolermaster.

PROBLEM: i am playing arma2 settings maxed and only get about 26fps max after gameplay is underway. i figure that even though my proc is at stock speeds it is only being utilized by about 50-75% and im certain my gpu can handle these settings at 40fps+. funny thing is i wanted to see if i would get an fps increase by lowering video seetings, same fps at low settings.

i am running 1680x1050 (plan to get a 28 inch soon =) )

i didnt reinstall my OS, which is windows xp 32bit, i know what your thinking, i probably am a noob but i dont think that would have a whole lot of affect on my fps in games. plan to get windows 7 asap.

my hard drive needs to be defragged............probably too much.

but if it was truly the cpu wouldnt task manager display the cores as all being maxed out before i should have to oc to squeze out extra fps? and what is 06? futuremark?
 
alright i had suspected it might be a driver issue. i rembered back to the days of me pointing a gun at my head when my 4870 was getting 20fps max in fallout 3. will give that a shot when new drivers come out and will furmark it up.
