My cpu speed is locked at 800 MHZ(CPU-Z). I try to google also my answer but it didn't help my case.

I try to change it by the following method:

1. Change the multiplier and cores
2. Change the voltage for CPU
3.Restore default settings in BIOS

Solution
If you look at your linked image of CPU-Z, right below the core speed is the multiplier in the range of (8 - 38). Below that is the bus speed (100 MHz). If you multiply the two multipliers times the bus speed, you get the idle speed and the turbo boost speed of your processor.

8 x 100 MHz = 800 MHz o 0.8 GHz Idle

38 x 100 MHz = 3800 MHz or 3.8GHz Turbo Boost.

Normally the system will be at 800 MHz until there is a demand placed on the processor. Then it will jump up in frequency to meet the demand up to the Turbo Boost speed. To see that, you can watch the core speed on CPU-Z or HWmonitor. When it has settled on idle speed, load an application that putts a demand on the processor like a malware scan of a stress test...
first try enabling high performance mode in power settings...
Control panel>Hardware and sound>power options>choose a power plan>Select High performance mode;
Then go to change plan setting>Restore default settings for this plan;

Go to Bios> Restore all default settings;
And also uninstall all overclocking utilities and biostar utilities;
Reboot the pc and your problems will be fixed.

already restore all default settings at bios. But still cpu core is at 800 MHZ. I downloaded throttle and disable BD PROCHOT. CPU is at 3500MHZ now i dont know why I cant change it in BIOS.

My cpu core is stuck at 800 MHz even though I open games and apps. Already changed the multiplier settings in BIOS but still stuck at 800 MHz. I downloaded throttle and disable BD PROCHOT and its working now but I need to disable it every time PC starts up.

As I see it there are three possibilities . The first is that the Motherboard BIOS or Motherboard driver is corrupted. The second is that the Processor it self is defective. The third is that the motherboard is defective.

The first can be solved by updating the BIOS and motherboard drivers with the latest versions from the motherboard manufacturer website for the specific motherboard.

The second solution is to replace the CPU through a return or warranty replacement.

The third solution is too replace the motherboard through a return or warranty replacement.

If you look at the manual overclock, it would require the turbo boost multiplier to be set at 8 to produce this effect (the same as the idle multiplier). I don't think that would be a valid entry, but you can look. The point is moot with your processor since it is a locked processor (meaning you can't change the overclock multipliers).

If that is the case and if its brand new, take the mobo and the cpu to the merchant and have them take a look at it and ask them for replacement...
