i5 7600k low fps in some games and 100% under load

My specs:
i5 7600k
GTX 1070
8GB Ram
1440p monitor

Hello, so I have been getting kind of frustrated as in CS:GO I have been getting around 90-150 fps (depending on map and spot, etc) with around 50-70% usage at low settings.
However in other games such as Rocket League I have been getting micro stutters with my cpu usage at 100% but on average at around 200-250 fps, this is at the lowest settings.
And in other games such as the Witcher 3 I come to expect the performance I am getting at around 50-70 at almost all max settings and 100% cpu usage.

tl: dr I am confused mostly about the bad performance in CS:GO and micro stutters in Rocket League

Cpu - 50-65 degrees celcius
Gpu - 45 degrees celcius

ram - ~70%
hdd/sdd - 5-15%
I should've mentioned that is in CS:GO

In RL it is

Cpu - 50-65 degrees celcius
Gpu - 60 degrees celcius


ram - ~55%
hdd/sdd - 5%

everything was new as off early January 2018, this has been a consistent problem but haven't thought about it till recent

mobo is an asus z270-a prime and everything is up to date

I bet due to the fact you are running at 1440p and with 8gb ram that's probably why you are having fps issues. Try scaling the resolution back and see if that helps or switch to 1080p but that can sometimes look bad.

I will be upgrading my ram hopefully soon but I was going to wait till the price drops. :/
But I will try dialling back the resolution.
