i5-7600k Really High CPU usage

So I've made a new build and i have run into a problem that is really... annoying.

So whenever i run my PC i get insane CPU usage in almost everything.
I have tried just about everything when it comes to a fix.

Fresh windows install "Check"
Bios update "Check"
All drivers needed "Check"
