i5-8250u not reaching maximum turbo bost speed

I just bought a new labtop with the new i5-8250u processor. However, when tuning using the intel XTU, I realized that the cpu never reaches the claimed 3.4 GHZ. It only hovers around 2.5GHZ because of power limit throttling. So I tried to experiment by bumping up the TDP limit from 15w to 20w, and then the CPU does run at 3.4 GHZ. The system still runs fairly cool at around 75 Celsius under load, but I've heard people saying that increasing the TDP for a labtop is extremely dangerous? Hoping to verify on that.
Also, then what's the point of these "u" processors if they never even run close to their designed capability under the designed TDP?

i don't know anything about your TDP questions.

but.. did you customize your POWER settings on your laptop? Set everything to Perofrmance instead of balanced.
