Solution
Eist and others help to save energy in low cpu load situation, in situations of high cpu load (as when playing) has little or no affectation. I would not touch them.

Make sure you have the "perfermance" energy option in windows.

Make sure there are no processes in the background consuming CPU.

Make sure your CPU is as cool as possible so you can reach the turbo speed in a sustained manner.

Make sure you have activated the XMP option of your DDR4 memories so that they reach their maximum speed.

You can try OC your GTX 1060 6G GPU. In the majority (if not all) of the games the limitation is in the GPU and not in your I5-8400. This CPU is fully capable of handling a GTX 1060 6G.

Solution
C-states is sleep modes, nothing to do with games or fps.

Eist is idle speeds, when not using the cpu it idles at low speed like 1.6GHz, when you play it goes to max speeds automatically. Basically doesn't affect games or fps at all.

Turbo boost is just that. The base speed of the 8400 is 2.8GHz. Turbo will take that upto @4GHz depending on the amount of cores used by the game. Faster = better. Definitely affects games and fps. Leave all turbo enabled.

Ram. Faster = better, can affect games and fps, depending on the game. If you have xmp option, enable it.

With non-oc cpu there's really not much of anything in bios to disable that will improve games and fps.

What will affect microstutters and tearing the most is the graphics detail settings in your games. Those you can adjust as needed, like enable Anti-alias or disable etc.
