I5 8400 clock stuck at 3811 usage 100%

Hello,
I have recently built my first gaming pc with the following specs:
Asus b360-plus tuf mb
i5 8400
Msi gtx 1060 6 gb
I'm getting good performance but I think something is wrong with my cpu.
In most games cpu usage is almost 100% while gpu is around 50%, so I think my cpu is bottlenecking it for some reason. I looked at cpu usage using msi afterburner, it's always at 3811 for some reason. I tried looking outside of games in task manager it's stuck at 3.78. Also for some reason cpu clock is not showing in openhardwaremonitor.
I have power plan set as high performance.
Tried changing away mode in AI suite 3.
Is there something else I should try?

That is normal, if the game is using all 6 cores then the max speed is 3.8Ghz for the i5 8400. 1 core is 4.0Ghz, 2-4 cores is 3.9Ghz, and 6 cores is 3.8Ghz


I know that but don't you think something is wrong since gpu usage is low compared to cpu 100%
 


I think this is the answer so when it's using 6 cores it doesn't pass 3.8, also I tried maxing settings so I can raise the gpu usage it kind of worked but the cpu still was 100%, I tried games like Bf1, rust, fortnite and assassin's creed.
