I'll be getting the new i5 8400 pretty soon and I'd like to know if I will still be able to use my GTX 780 Ti (Asus DCII OC) since it is equally as good as a 1060 it wouldn't be quite worth the upgrade just yet.

Yes you can use your current video card.
The i5-8400 is a really good CPU. There is no GPU that it will bottleneck. It is not as fast or as good at multi-tasking as the 8600k and the 8700k. And those higher end ones will take longer before they are a choke-point for poorly written games. But the 8400 is by far the best value and very capable.
