Question i5 8400 low performance problem

Hello guys. I have i5 8400 and 1050Ti system and 240 HZ monitor. I only play CSGO so I bought higher CPU than GPU. BUt I don't get 240 FPS in some maps and I don't why. I watched some benchmark videos before I bought the PC. And in the videos İ could get 240+ FPS with that PC. But I can't. Please help me getting 240+ FPS in low settings. (Don't tell simple advices like; Play in low graphics or switch to performance mode because I already did them).

Specifically which model? e.g. Corsair CX450M

Check task manager to see if there are any programs taking up your CPU usage. CS:GO is a CPU-heavy game and probably gets more performance out of the CPU than GPU.
Might sound obvious, but is VSync disabled?

I know that CSGO is a CPU-heavy game, because of it I paid for CPU more than GPU. Sorry I didn't understand what sounds obvious. OFC VSync is disabled. (Sorry for bad english)
What is the cpu usage on each core, are any hitting 100%? The 8400 doesn’t have the best single core performance and CS GO FPS is heavy linked to single core performance.
CPU (1-2-3-4-5-6-0): %81-80-84-81-78-81-81
Intel is better than Amd in single core performance. And i5 8400 is one of the good CPU's in Intel side. I don't know is there any better CPU in s-core performance than i5 8400 in same price.

The 8400 doesn’t have the best single core performance and CS GO FPS is heavy linked to single core performance.
Just saying I have an i5 8400 and an RX 570 and get 280+ fps easily on CS:GO. So it's not really to do with the core model.

Corsair builder vs450 450w 80+ PSU
The Corsair VS series is ranked Tier 5 on this PSU tier list. You should definitely consider getting a better PSU, especially since you are gaming. Also, the Corsair VS series are NOT 80 Plus rated. You should get a PSU with an 80 Plus Gold rating.
 
Also, why did you buy 3000mhz ram on a b series motherboard? Its capped to 2666mhz.
Lol yes, Intel is better than AMD in single core performance, but the 8400 is locked, your memory is locked to 2666, and the I5 8400 doesn't have the highest clocks, negating the IPC difference vs Ryzen.
That being said, the 8400 should still be able to get to a high fps mark.
The VS line of Corsair is one of the worst power supply lineups to come from Corsair. The capacitors often fail and kill components in a smokey mess. Consider upgrading your PSU to something nicer like a TX 550 or CX 550 for longevities sake.

Yeah Vs series are bad PSU's but they are cheap and 80+. How much FPS can PSU effect my FPS?

3000 and 2666 MHz RAM's were in same price. And how much FPS can RAM speed effect FPS especially in an Intel PC?

What is your background CPU usage? What exact framerate are you experiencing?

What is your background CPU usage? What exact framerate are you experiencing?
My PSU never caused any shutdowns. I closed many of the programs which works in background and did the cinebench test. I got 2200 points in Cinebench.
