i5 8500 and gt1030 only pulling 40fps in medium CSGO

Hi,
im wondering why im only getting 40fps in CSGO as it is more of a cpu bound game.
Is the gt1030 bottlenecking thew cpu?
System:
i5 8500
Gt 1030 2gb
Z370 tomahawk
8gb 2666mts ram

Much appreciated.
\also wanting to know what the best card for a 8500 would be with no spending issues.

That cpu is quite good. No issues there. The gt 1030 is quite bad.

I have an EVGA SC 1080 with my i5 8400 , and it pairs very well together if you have a budget for one.

What's your budget? The rx 580 is good value for ~$200, used gtx 1080s for 350-400, or rtx 2080s for ~$700.
