i5 8600k @4,7GHzwith gtx 1070 ti getting 80 fps and lag-spikes

I built my new pc and after having issues with the aio pump I finally got it to work. However when I start up a game I am getting lag-spikes with my pc in games in which I should really be able to get higher fps and a more stable fps at that. Even my FX 6300 did better than this and I am really dissappointed. I recently discovered that there are actually drivers for the motherboard (asus prime z370-a) but I wasn't able to install those. Could someone help me with troubleshooting my system (temps are perfect btw 40C)

What OS are you running? Are you set up as administrator? What kind of failure are you having installing the drivers? The specific error is necessary for accurate troubleshooting.

Windows 10 64 bit, yes administrator, I open it and it asks for permission to change the files and then dissappears/ does nothing or doesn't open

Edit: CPu usage spiked whilst GPU usage dropped when the frame rates dropped
