I am planning to get a RTX 3070 with my i5 8600k cpu. I have overclocked it to 5ghz at 1.415v
Is this a good combo or would it bottleneck my CPU?

Their no answer it depends on a specific game, monitor resolution and settings.

If you can get the RTX 3070 at a good price go for it.

Their always a bottleneck I would not let that influence my decision one bit.
You get into some games the CPU will be the weakest link, you get into another game like Cyberpunk the GPU could be.

Good luck in finding a 3000 series card for sale, let alone at 2x msrp.
There is always a limiting factor.
Usually cpu or gpu.
Try this simple test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

Try this simple test:

Is this all OK and normal?

Also: Yes i know atm the new 3000 series are very expensive and I will not buy until prices go down.

Is the "frame drops" caused by CPU or GPU? Is there a way to know?
Cause i have fps stutters and microstutters in lots of games i play. some games work fine tho but they
are better optimized. Also the games which i have stutters on wont be fixed by lowering the graphic settings.

Ditto: It's game dependent.
The extra speed you've squeezed out of it won't help any if the game can utilize more threads that what the cpu has.

I don't think you can use that as an example of what geofelt was asking you.
Unigine Heaven is, at the highest setting, a DX11, GPU benchmark. It's not going to run that many cpu threads at all.
You're going to have to do more than that.
