While gaming my i5 8600k goes up to 68c is that normal and if so what shouldn't it go past?

What kind of thermal paste do you use? If it's some cheap stuff then you should replace it with something higher quality while running something like that. Also I'd say it's running fine just worry when it get's over 80 to 90 or more.

And also what is you're cooling choice? If it's air then it's fine if it's water then... yikes.

Air/water are exactly the same thing in their respective areas. A Corsair H60 is almost identical performance to a CM hyper212 evo in the 140w range. The NH-D15S is actually better than most 240mm in the 250w+ range. The only difference really is in a few 240mm and most 280mm are closer to 300-350w+ range where the biggest air coolers are only 250w+.

And depending on the OC and cpu and workload, there's many a full custom loop that'll run at 70ish °C

There's nothing special about liquid cooling.
