I need advice on choosing a configuration for graphic design. I have two options:

1) AMD Rising 5 2400G, AM4 A320, with nVidia GeForce GTX 1650 4GB / GDDR5 / 128-bit

2) Intel Core i5-9400, LGA1151 H310, with nVidia GeForce GTX 1050Ti Compact X1 Inno3D 4GB / GDDR5 / 128-bit

Which option is the better/smarter?

These days, Ryzen is a good option.
But 2400G is less powerful, basically trading some CPU performance in favor of powering the iGPU. It makes no sense to buy a "G" Ryzen if you're getting discrete GPU anyway.
The Ryzen 3600 is about the same price as i5 9400, and will give you much better performance.

Unless these are on offer to you at reduced prices, a better option would be to get a Ryzen 2600 (same price as 2400g) with the 1650. This means it is not any more expensive, and you get both good CPU and GPU.
