[SOLVED] i5 9400f doesnt reach 4.2ghz turbo boost

so i just bought an i5 9400f and i paired it with a b365 pro4 and my processor doesnt go beyond 4.0 ghz in turbo boost
do i need to update the bios in order to get better results?

and only when 1 or 2 cores is active

Turbo boost only applies to one core and only when thermal and workload conditions permit.
What is your temperature at idle?
If it is much more than 10-15c. over ambient, you might have a cooler issue.

Updating a bios is always a concern if the flash should fail.
Look at the updates and see what issues they correct.
Turbo is a likely issue that might get addressed by an update.
