My pc is 1 year old. i use closed loop liquid cooling (idcooling zoomflow 360). fan does not have any dust

I done format and 4X change thermal paste but still overheat.

Before this i can run many thing smooth without reach 70c++.

Solution
your pump is either disconnected, or fouled (internal microfins clogged with gunk)/failing.....: is one hose to pump hot, and the other almost cold? If so, it's not pumping....; the hot side is just stagnant water resting on the microfins connected to the heat spreader...

If your case allows a decent air cooler, the Noctua NH-D15 is more than enough for a 9700K/9900K, much less a 9400F.
