Want to build a pc for vfx graphic design after effects.. so not sure which cpu will be better.. please help

Can you stretch to a Ryzen 7 3700x which creams most CPUs in adobe software?

If not, the 10 extra threads of the 2700x will lead to superior performance over the I5 9400f.
Budget is the factor ... 3700x is out of my budget... I was watching some video where gaming performance of i5 9400f was better than 2700x .. from that I got confused which one to choose for vfx rendering on after effects like work?

Gaming is better is some titles...but certainly not all...and certainly not noticeably on mid level GPUs.

For rendering workloads if the app you're using is multi-threaded the 2700x will walk away from the 9400f...if the app is more single/low threaded and clock speed dependent the 9400f will be faster.

You say you're budget limited but it sounds like you're building on a new platform...if that's the case then I would be looking at the Ryzen 3600/3600x which is price comparable to the 2700x and will be faster in gaming than both the 2700x and 9400f...while landing in between them on multi-threaded workloads. The 3600 will allow you to use a larger variety of AM4 motherboards due to it's lower power draw and correspondingly lower VRM requirements than the 2700x. I own a 2700x and will tell you now to be careful in which motherboard you buy as the 2700x puts a big demand on motherboard VRMs and requires a mid to high end board for long term stability...I would stay away from low cost B450, x470, and x570 boards unless you plan on active cooling for the VRM.

Is it ok to pair 2700x with MSI b450 tomahawk motherboard...? And also please tell me which one will be better 2700x or 3600x for graphic vfx work?

The 2700x should be ok on the B450 Tomahawk as long as you have good airflow in your PC case.

That being said I would go with the 3000 series if possible over the 2700x...less power draw and better memory support = win. I would even recommend the regular 3600 over the X for graphics work as the X will really only benefit from the higher boost clocks in lightly threaded apps and some games.
