I have a 9600k and i can just hit 4.9 at 1.42 volts i have an 240mm aio and if i go any high the temps are too high but ive been seeing other people hitting 5ghz with like 1.35 volts did i just get a trash chip from silicon lottery or am i doing something wrong

I run aida 64 for a couple hours for stability testing

Its silicon lottery. The CPU is not guaranteed to hit 5Ghz.

There is a huge chunk of luck with overclocking but also the quality of the motherboard, psu and cooling will all play a part.

4.9 vs 5.0 is a 2% difference. Apart from bragging rights you will never tell the difference in real world usage, only in benchmarks.
