Question i5 9600k overheating

I just purchased a new gaming pc from argos it comes with a i5 9600k and liquid cooler . The odd thing is that the temperature is at 76 degrees and thats without gaming or stress testing . i was planning on overclocking but as soon i saw the temperature theres no chance.Any advise would be much appreciated .

its a pre built pc with the following specs

i5 9600k ( 77 degrees at 3.7 ghz)
rtx 2060 ( i replaced it with a rtx 2080)
16gb ram
cooler master liquid cooler .

The only possible issue i can think of there might be some wrappers that are still attached to the cooler etc . but will do a check now and keep it updated .

Will run another stress test tomorrow on prime 95 version 26.6 as this is best and accurate version for stress testing , as anything higher then that will eat more.

Got this from a different source

“While non-AVX version 26.6 is a true 100% workload, later versions such as 27.7 through 29.4 will overload any processor with AVX2 Instruction Sets to nearly 130%, which imposes a brutal workload beyond any other test utility. Moreover, users have reported abnormally high "Auto" or "Adaptive" Vcore that was corrected with a BIOS flash. High Vcore combined with AVX can increase power consumption by over 25%, which in turn can increase Core temperatures by an unrealistic 20°C higher than version 26.6.“
