Question i5 9600k + rtx 2060 or i5 8400/r5 2600x + rtx 2070

I have the incredibly difficult dilemma on deciding between these two configurations that I am forced to go with to fit my budget. The i5 9600k pairing would be overclocked well, with a fairly good cooler and mobo to go with the rtx 2060. The other pairing I am still not sure to go with the i5 8400 or r5 2600x, and any input there would be appreciated. I know the rtx 2070 is higher but is it worth downgrading the cpu in order to fit the budget? If both options are not good enough should I just try my best to keep the i5 9600k + rtx 2070 pairing?

My budget is $1400-$1500 at most.
