Solution
The i5 8400 won't be a problem for a GTX 1070 or RTX 2060. You'll be fine with either of them.

Motherboards are easy. Decide what you want for your socket, chipset, and features and find the least expensive board from a reputable brand that does everything you want it to do. For the i5 8400 you can choose anything really from the 300 series Intel chipsets.

The Ryzen 2600 is better for a lot things than the i5 8400, but gaming is not one of those things. So, if gaming is a primary focus, then go with the i5 8400. If not then the Ryzen is worth consideration and if you can get it for less, then you should.
