Question i5 core processor and 8gb RAM but why is my HP is still running very low?

I have a new 2019 HP laptop with properties i5 core processor and 8GB of RAM and yet my laptop is still running very slow
It's hard or impossible to multi-task. please any help I'm really getting frustrated.
