Unless my research paper skimming skills have horribly failed me, they do not mention temperature anywhere in that article, let alone what is and is not a safe temperature. That isn't the point of that article anyway, it was looking at reducing clock speed to reduce power so a workload takes longer but may require less total energy to complete.
You also have to be aware that what is and is not a safe temperature varies depending on the process used to make the chip. GPUs are built differently so 90C while hot isn't a critical temperature, but for CPUs 75C and up CPUs can start to throttle to...
