i5 or i7 for GTA V?

Am about to buy PC parts for gaming PC, but unsure whether to opt for a 4790k with a GTX 960 or get a high end i5 with a GTX 970? Because of the fact that GTA V is an open world game which utilises more CPU power I've noticed that getting a better graphics card rarely negates much benefit and a GTX 969 (which I would upgrade in the future) pulls around 60fps at 1080p which is the most I need as will have a 60hz monitor. Am only likely to play GTA V AND GTA IV as well as maybe skyrim, minecraft, so what is the best option? I can spend up to $1000 or £700 so if you think there is a better combination please let me know thanks
