This may be a really dumb question...

But I use a Intel i5 2.67GHz. I noticed today that my Windows Experience Index score was at 5.2, and that was because of the processor.

Why is it such a low score? Could this meant here might be something wrong with my chip, or am I not utilizing it properly?

I recently started fresh on a new SSD, and I don't remember my processor score being this low on the previous install.

Unless you are using a REALLY old I5 it should not be registering that low. All I can think of off the top of my head is that maybe somehow you have a couple of cores disabled in the bios causing it to not be functioning at full potential.
