With lga1150 being well dead socket now with no upgrade after i7 4790k would you consider better to get i5 4690k or i5 6600k in both case i need new ram and mobo what would be best investment now and for max future proof i can get with computer parts. i don't plan to do upgrade for as long as i can use those and get decent gaming and every day use from cpu

Oh no need at all, nothing to gain, I would advise you wait another 2 rounds of arch updates, it is possible that AMD will force Intel's hand and see a worthwhile and less incremental upgrade.

5-10 percent per clock cycle isn't worth it. but when the improvement after 2 additional arch updates happens that brings you to 15-30 % which may be worth it.

Skylake has DDR4 support and better support for high performance M.2 SSDs, which might come in handy down the road. If you need a new motherboard and new RAM anyway, you might as well go with Skylake unless you're on a pretty tight budget. The only advantage Haswell really has right now is the RAM is a bit cheaper and the motherboards can potentially be a lot cheaper depending on the features you need or want.

With Skylake now available, there is absolutely no question in my mind that a new build should be Skylake.
1. Prices for cpu, z170 motherboard and ddr4 ram are almost precisely the same.
2. 6600K has an estimated 5-10% performance improvement per clock over haswell.
3. 14nm runs cooler, you get a decent overclock without the need for exotic cooling.
4. The Z170 chipset permits the use of much faster ssd devices on the horizon. Samsung 950 pro for example:

you did not get me right maybe i expressed my self wrong.
I have a4 5300 and want to upgrade to haswell or skylake and in both case i will need new ram and mobo (will keep old 1333MHz ddr3 in old system for my mom)
so i5 6600k and budget board + ddr4 or i5 4690k and budget board + ddr3
