I have an i5 9400F and i want to upgrade to i7 but I dont know if I need to buy a new motherboard so can I use the i7 without buying a new motherboard.

What motherboard do you have? Any 8th or 9th gen I7 should be a possible upgrade.

Intel i7 7700k has the same chipset as your i5 so yes it could work but whats your specs on the comp!

If OP is able to use his or her 9400F currently, there is no way an i7 7700K is compatible, since they don't work on the same chipset, regardless of any updates you could think of.

Eventhough both CPUs use the LGA1151 socket, hardware changes were made to the socket for 8th and 9th Gen CPUs, such as the 9400f, which makes 7th Gen or earlier CPUs incompatible

i am not sure about my motherboard i bought it already built and i want to upgrade cause im gonna buy a vr headset soon so i want more power to my computer

Well, what is the model number of this prebuilt? You may need a better cooler as well.

What GPU does it have? I suspect a better GPU would be more beneficial to VR performance since the I5 9400f is already pretty powerfull.

You definitely would see more of a performance upgrade from upgrading your GPU rather than upgrading your CPU.

budget is somewhere around 600 euros and im not sure about what model do you need. sorry im a little bit new to computers.

I'd say first priority is to upgrade the RAM - from 8GB to 16 GB. That should leave enough in the budget to upgrade the video card to...maybe a RX 5600XT.

To your question, 8700k or 9700k (you won't be able to overclock, but K versions keep their resale values much better long-term) is a good step-up as long as the case is capable to accommodate something like this:
