[SOLVED] i5250U Not running on full capacity..!

So i have a dell inspiron 5558 laptop with i5250u cpu and geforce 920m gpu running windows 10...
My problem is that the max turbo boost of my cpu is 2.7ghz but it is not reaching that ....it maxes to 2.5ghz.
earlier back in 2018 or 2019 i used to get the full speed but now i dont know what has happened...
also the cpu power limit throttles to drop the speed which i fixed using the powercut method in throttlestop...
But is there any way i can get my 2.7 ghz back??? HELP!!!

@Bot999999 - 2700 MHz is only possible when 1 core is active. When both cores are active, the maximum is 2500 MHz.

If you used to get 2700 MHz back in 2018 or 2019, you might have been using a monitoring utility that was not correctly reporting your CPU speed. You have to have nothing running in the background to ever see 2700 MHz. What does ThrottleStop report for C state activity? An idle CPU has cores spending 99% of their time in the low power C7 state.

that CPU has 1.6GHz base clock, this is what manufacturers of laptops have to achive
if CPU doesnt drop below its base clock, than everything is fine and dandy and works as designed

turbo itself is affected by power limit set by mainboard and cooling capability
undervolting CPU usualy gives you more headroom on both power limit and cooling

i used to see the 2.7 ghz on task manager and quick cpu too...
the idle c state is around 92%

The 5250U can change between the 27 and the 25 multiplier hundreds of times per second depending on how many cores are active. Some monitoring software might show the CPU continuously using the 27 multiplier but the CPU spends most of its time constantly switching multipliers when it is lightly loaded. If you have more tasks running in the background compared to what you used to have in 2018, the CPU will not be able to spend as much time using the 27 multiplier.

Have you installed any new software or any updates since 2018? Of course you have.

If you want to make sure your CPU is working correctly, use ThrottleStop and run the TS Bench - 1 Thread test. If you see the ThrottleStop reported multiplier varying between 25 and 27 during this test, your CPU is working as designed.
