[SOLVED] I7-10700K not reaching max turbo (only 4.7GHz)

I just upgraded my pc yesterday from a I7-7700K to a I7-10700K
Specs:
I7-10700K
NZXT kraken x63 watercooling
RTX 2070 ROG
Aorus Z490 elite ac mobo
700W ps from coolermaster

So here's the problem: My I7-10700K only boosts to 4.7GHz. My thermals are fine 60 - 70c. I dont know how much it impacts my performance but I would still like to find out why this happens. Since i cant find a definitive answer when looking my problem up.

4.7 All core when running cinebench.

When gaming should it go as high as 5.1 or is 4.7 the max?

it only go to 5.1 if 2 cores is active.
