I want maximum fps when playing games at 1080p and lower settings. I want to know what one will perform better.

I currently have
EVGA geforce gtx 1080ti 11gb
32gb 2 x 16 3600 CL16 trident Gskill
750 watt Thermaltake
getting a new cpu and motherboard.

My 2nd question is that the 10700k is cheaper and can reach a higher speed than the i9 so why is it cheaper. Is there any downsides to getting the 10700k over the i9 9900k

For the 10700K, memory kits faster than 2933 are simply applying an "overclock" to the processor's on-die Integrated Memory Controller (IMC), which is what the memory "XMP" profile does automatically ... so yes, your 3600 RAM will work well.

Also, keep in mind that as the 9900K silicon die is twice as thick as other generations, it doesn't cool as well. This also makes the 10700K a better choice because it runs cooler.

Once again, welcome aboard!

The 10700k is basically a cheaper 9900k. I'm not saying it's cheaper because performance is less but it's just cheaper. Intel's pricing is all over the place because they couldnt keep up. They're reducing the pricing of their current gen cpu without considering the price of last gen. In fact the 10700k is a bit better as in higher memory speed supported and max memory supported.

would my 32 gb ddr4 3600 cls 16 ram work well with it?
aswell as my 1080 ti 11gb

for some reason on the intel specs website it says the 10700k can only go to 2933 mhz for ram
