I'd vote the AMD Ryzen 7 3700x though that would half baked since we don't know what you plan to do with just the processor and even if you did manage to build a platform of either Intel or AMD, you didn't mention what the system will be used for/taxed with in terms of applications(or games).

The 10700k is faster, in general. The big factor is if the price difference is worth the added cost, to you. You have to buy a more expensive motherboard, and cooling, for the 10700k. 10th gen is kinda power hungry, so you have to make sure to get a quality board, with good VRM's. The 3700x comes with adequate, though kind loud, cooling, and can run on a less expensive board. Personally I don't think the 10700k is worth the added cost. Even with faster/more expensive DDR4 3600, which is the price/performance sweetspot, for Ryzen, the Ryzen solution is $100 ish cheaper.

Saw B560 yesterday.
It has 3200mhz ram support,which is really useful for people who dont want to pay 200$ for a Z490 if they dont want to overclock,but want that ram support.
Really great idea in my opinion.

I vaguely remember something about that being a thing. Still have to make sure the VRM's can handle the chip though. Some of the cheaper Z490's had poor VRM thermals, which would then lead to thermal throttling, and possible system crashes. Definitely recommend research, before you buy, for B560's. That is kinda difficult, right now, as there aren't any out in the wild yet.

I saw one from MSI,3 from asrock which look really cheap,and a miniitx from gigabyte i think.
The msi one looks the most promising.

Bunch from MSI 500 series says on 1-27 but I've seen none on the market yet.
