Hello. Does the CPU work properly with fully updated Windows 10 Operating System? Are there any performance,heat issues? I've read on various sites about intel 13th gen CPUs being not properly utilized by Windows 10 because of extra E and P cores they have. I'd like to make sure it's true.
 
Presumably you're talking about the Windows 10 Scheduler not being optimized for 12th and 13th Gen Intel CPUs.

Whether or not you'll actually notice any difference between Windows 10 and 11 outside of benchmarks is debatable.

If you prefer the Windows 10 interface over Windows 11, just install 10 and stop worrying.

If your applications benefit significantly from "optimized" scheduling, install Windows 11.

Regarding heat differences, I doubt there'd be more than a few Watts between 10 and 11.

As to whether or not you can upgrade an OEM license, strictly speaking the answer is no, but in practice pretty much anything goes if you're a home user. As an individual, you're unlikely to be prosecuted by Microsoft for infringing their complicated rules.
