i7-9700K & RTX 2080Ti -or- i9-9900K & RTX 2080?

Will the i7 bottleneck a 2080Ti or is an i9 overkill for a 2080?

Assuming 1440p or higher Id go Ryzen 3700X but no a 9700k wouldn't bottleneck either. At 1080p not even the best gaming cpu will avoid bottlenecking in most games.

The two choices -- i7 + 2080Ti or i9 + 2080 -- are the same price for what I'm looking at, so one being cheaper is not an issue.

I'd be gaming on an ASUS ROG Swift PG279Q 27", 1440P WQHD (2560 x 1440), IPS, 165Hz (Supports 144Hz), G-SYNC

Now we know the resolution is 1440p it is definitely a 9700k & 2080Ti out of your 2 choices. You want as much gpu power as possible with 1440p 165Hz. However to my earlier comment you could also use a 3700X at 1440p or above.

The difference between a 9700k and 9900k only really shows at lower resolutions such as 1080p when running a very strong gpu. You effectively create a situation where games are cpu limited and not gpu limited as their isn’t enough workload on the gpu and no cpu can deliver enough FPS to the gpu to fully utilise it. It is why cpu comparisons are done at lower resolutions to maximise any difference by ensuring the cpu is the limiting factor.
