No your that i7 wont bottleneck any single GPU out there. It will even handle toasters in SLI!

I would suggesting getting two GTX 970 instead. The GTX 970 performance is as good as the 290X in some games but uses a lot less power and cost lest too.

You only start seeing a bottleneck when you go 3-way SLI or Corssfire
