Just wondering if it's worth upgrading my i7 2600 to AMD?

With my current setup:
GPU: Radeon r9 390x 8bg (Double Dissipation: Black Edition)
CPU: Intel i7 2600
PSU: Seasonic s12g 750W
Motherboard: Intel DW67SW
R.A.M: Generic 16Gb 1333Mhz
Case: NZXT Phantom 410 Black/White

With this setup I have a strange stutter that occurs every 40-60 seconds, roughly. I have replaced everything besides the RAM, CPU, MotherBoard and Hard Drives yet it still persists. While it isn't gamebreaking to my gaming I find myself getting screwed over by it on occasion.

I feel like replacing my CPU and Motherboard may cure this and help future proof my PC but haven't a clue if the change to AMD will be an upgrade?

I plant to buy the fx 9370 and the Asus Sabertooth 990fx 2.0

Any advice is appreciated as I don't really trust the comparison sites I have used, thanks.

As far as Intel goes: I'm sure anything over an i5 4*** series is over my price range seeing as I will have to upgrade my 1155 motherboard as well (which I know isn't exactly unusual to have to do, I'm just a little broke atm).

I have done a clean install of windows (though probably due another), replaced my GPU and updated every conceivable driver yet the problem was evident before and after.

Correct me if I'm wrong but it seems likely that its a CPU or perhaps Motherboard problem?

if everything is up to date then you are correct it does sound like a motherboard or cpu problem. Have you tried keeping cpuZ or other like program running while this stutter happns and see if the cpu usage spikes or decreases etc?

Nope this happens while watching videos also, I feel like it happens besides that 'cause very occasionally I will notice my mouse freeze on desktop. It's very apparent when I'm using something with sound or fullscreen visuals.

Ok what kind of antivirus are you using. Mcafee is known to cause this issue. Also lets try to narrow the issue down. Motherbaord biod up to date? Attempt playing offline with no sound. Are you using a sound card or motherboard integrated sound?

Running no anti-virus right now ebsides win defender, just clean with Malwarebytes, spybot and superantispyware.
Motherboard BIOS is updated.
Not played offline in a long time, can't remember if problem persists (probably cause it only is a problem when Im playing in league matches online).
I had a soundcard (Asus Xonar 5.1) and when I replaced my 260x with my 390x I also removed the soundcard for this problem and the fact my 5.1 headset was broken.
My case and components are dust free.

Thanks for your help with troubleshooting btw :) always nice to have.

Seagate Barracuda 7200.10 ST380815AS 80GB (after a quick google the release date of these are 2007)

and

Western Digital Blue WD3200AAJS 320GB (another hasty google sayss the manufacture date is 2010)

I have windows installed on the 80Gb Baraccuda
