i7 2600K Overclocking? with turbo boost

I'm new to overclocking, read countless guides and im still confused. I have a stock cooler atm, however the hyper 212 EVO is in the mail, so I haven't been able to run prime 95, but I have played several games and did a few bench-marking tests with firestrike,(although it says invalid timers or something at the end?), temps are fine. (except when I tried to stream a game.. got up to like 89 C so I shut OBS off)

So basically the only thing I did was increase all 4 Core Ratio Limits to 42 in the second screenshot. Then later I realized it was constantly running over 3.5GHz while idle so I turned on Balanced in Power management so it would go down to 1600 while idle.

Am I doing it right? Am I messing up my system? Also biggest question is about Vcore and VID. Both fluxuate quite a bit so I'm not sure what my voltage is (like when everyone in forums say they are runnign 4.xGHz at 1.x V, I dont know what they mean or where they are getting that number from. Screenshot says im 1.12V while in bios, but while on my computer the Vcore is around 0.9-1.315 or so, and VID gets to around 1.366 or something, so not sure what that is about.
Also Realtemp frequency is all over, while cpu-z shows either 16 or 42 multiplier. If anyone posts suggestions about changing a setting, please explain what that setting does for me, (enabled does this, disabled does that) I'd appreciate the info.

Another question: when I attempted to run prime 95(had to turn it off cuz of temps) I ran it for a few minutes, but noticed in Real Temp that the full 4.2 wasnt being used, it was under 4GHz but I dont rememebr how far under. I want to say 3.6, is that normal?
