Any reason why you want a Gen 2 i7? I don't know your situation, but you would better suited to go with a newer processor like core i5 4670k as will be cheaper, just as fast and more power efficient.
In terms of value, you want to post prices of your corresponding market so we can better asset it.

No. As you can see, the 4790K not only is cheaper and lower in power, it is faster, much faster. And can be overclocked more than the 2700K.

If you can get one at a good price, it will max all games the same way all modern cpus will.

I'm guessing OP wants to keep the all the original parts and change just the CPU. I'd recommend waiting and saving a bit more on your budget so you can afford a full system upgrade.

You won't really need to overclock the 3770k for any game in the market right now not even for AC unity. If you do plan on overclocking it just get a good cooler but if you aren't then you should be fine with the stock cooler.

Well, Overclocking and heat are like a couple they are bonded together. If your are concerned about temperatures, just get a really beefy air cooler or an all in one water cooler to solved that problem.
