i7 2720qm underclocks to 1.7GHz when under load

I have just changed my Pentium B960 in my laptop for an intel i7 2720qm and it worked straight away. I started setting it up with the power plan settings but when i load TS Obsidian, it shows that when under full load, it clocks itself from 2.2GHz to 1.7Ghz and no matter what change, I can't get it to differ from 1.7Ghz. Any suggestions on how to solve this?

Many cpus can only turbo a single core to highest freq, and if using 2 or 4 cores , lower class could speeds keep heat with design envelope.

my question though, is why is it dropping below the base frequency when under load, it runs at 70 degrees which isn't bad for a laptop at all but it even if I disable the turbo feature, it still drops below 2.2 GHz to exactly 1.7GHz and I have no idea why as this is not stated anywhere else online from what I can find
